A design for Punt Road, Swan Street two-phase intersection

Punt Rd, Swan St, Olympic Blvd A simulation of 2-phase operation is shown on Youtube.

The proposed design has 3 (3) lanes S-N, 3 (3) lanes N-S, in a 2-phase (3) intersection, with a single lane cross-over on the S, E and W (0) approaches, and a double lane (1) P-turn on the N approach. (The numbers in brackets are as implemented.) Full signal control of pedestrians with no vehicles filtering is proposed. The proposal installed metering, removed congestion, removed bus lanes, smoothed flow, increased capacity, reduced delay by 31 minutes, halved CO2 emissions, and installed queue-jumping for a toll, yet retained free entry via a queue. Pedestrian delays were reduced by providing 60 second signal cycle times. None of these actions for this critical intersection were included in the project, and costs were escalated. The capacity of Swan St was reduced, the right turn from W-S was removed, and the congested right turn from N-W was retained as one lane.
