Peak direction flows can be smooth but restricted crossings are needed in the counter peak direction for efficiency

Converting minor intersections to “left-in, left-out, right-in”, also known as Restricted Crossing, U-turn, and staging pedestrian crossings, allows independent timing of the signals for each direction. Although the time savings is small, the experience of many stops over a short distance is frustrating, energy consuming, increases emissions, and applies for all modes. These sketches have assumed a cycle time of 60 seconds, that is much lower than the existing 160 seconds, and is only possible with 2-phase intersections. Otherwise the delays would have been much longer.
